EAG - Environmental Assessment Group
effective - Achieving a desired result. Effectiveness is often associated with institutional values.
efficient - Minimizing waste or effort. Efficiency is distinguished from effectiveness. Rarely are efficiencies encouraged “at all costs”, instead being balanced with risk and cost. Efficiency is often the result of the continuous improvement of processes. Example: Only one file copy is required for each transaction; ensure that one copy is filed and then do not make the two back-up copies (neither an efficient use of time or resources). Be efficient as long as you do not compromise effectiveness.

emergency purchase - A purchase made to alleviate a situation in which there is a threat to health, welfare, or safety, that does not allow time for normal, competitive purchasing procedures.
employee - any individual who is presently employed by the University
employee-vendor relationship - a relationship in which: • an employee, acting alone, proposes to rent or sell goods or to provide services to a University department, or • an employee owns or controls more than 10% interest in any business which proposes to rent or sell goods or to provide services to a University department; or • a near relative of an employee, acting alone, propose to rent or sell goods or to provide services to a University department, or • a near relative of an employee owns or controls more than 10% interest in any business which proposes for a consideration to rent or sell goods or to provide services to a University department, and the employee has, in any connection with his or her University employment, any responsibility for, or will be involved in any manner in, the departmental decision to accomplish or approve the transaction.
employer-employee relationship - An employer-employee relationship exists when the University has the right (whether or not it exercises the right) to supervise and control the manner of performance as well as the result of service.
encumbrance - a lien or claim on property
endorsement - Document attached to a policy which modified the policy’s original terms.
EOQ (Economic Order Quantity) - The quantity of an item to be ordered at one time to minimize the total cost to the corporation. Takes into account turnover rate, time value of money, quantity discounts, warehousing costs, and the cost of processing a purchase order.
ER form - UCSC Staff Employee Request (ER)
excess property - An item that can no longer be used by the unit that owns it - but may have value to another unit on campus is referred to as excess property. The UCSC Surplus Administrator will attempt to resell excess property to other units on campus.
exclusion - Something not covered and so set forth in the wording of a policy.
