How to Complete a Transfer of Expenditure/Income (TOE)

Summary: Use this step-by-step guide to process a Transfer of Expenditure/Income (TOE.)

Use a Transfer of Expenditure/Income (Non-Payroll) TOE form to adjust (correct) non-payroll expenditure transactions or revenue transactions between or among fund/org/account/program/activity accounts.

Categories of adjustments/corrections:

  • Incorrect FOAPAL used on original document
  • Goods and/or expense items or some fraction of their costs have been incorrectly transferred to the FOAPAL being charged
  • Redistribution of high numerical but small individual charges representing the portion used or consumed for a period by the FOAPAL being charged; for example - phone and xerox charges. (Units must maintain supporting internal records/logs.)

The dollar amount to be transferred must always be less than or equal to the original charge.

What to do: How to do it:
1 Complete a Transfer of Expenditure/Income (Non-Payroll) form.
  1. Complete all fields on the form.
  2. Leave the shaded areas blank (Document Number and Seq fields.)
  3. Review completed form for accuracy and completeness before sending to FAST/AP.

Fax or mail the completed TOE form to FAST/AP.

If you are authorized, you may also e-mail your TOE request.

Be sure to include all the information requested on the form.
What FAST/AP staff do: How to do it:
1 Approve and process the TOE.
  1. Enter the TOE information into Banner and approve the transaction.
  2. Store original documents in FAST/AP.

TOEs that are clearly marked "Rush" will be processed within 2 working days.

Contract and Grant Funds have specific restrictions with respect to adjustments to expenditure transactions. It is the unit's responsibility to comply with the terms of the award. (For example, adjustments must be made within 120 days of the original transaction.)
